🚗 Transfer Private Car to Navy Officer in India – 2025 Guide

Want to sell your private vehicle to an Indian Navy officer? The process is mostly the same as any other RTO ownership transfer but involves some extra care with identity verification, address proof (due to frequent postings), and HSRP compliance. Here's a complete 2025 guide that covers documents, steps, special tips, and even a real case study.

📄 Documents Required for Car Transfer to a Navy Officer

🔸 From the Seller:

  • Original RC (Registration Certificate)
  • Form 29 and Form 30 (signed by both parties)
  • Valid insurance and PUC certificate
  • 2 passport-size photos
  • NOC from bank if the car was under loan

🔸 From the Navy Officer (Buyer):

  • Navy ID card (mandatory)
  • Residential or posting address proof (Aadhaar, Passport, etc.)
  • Service certificate (if Navy ID not available)
  • 2 passport-size photos

📝 Step-by-Step Process

Step 1: Gather All Required Documents

Collect RC, insurance, Form 29/30, PUC, and the Navy officer’s ID + address proof.

Step 2: Visit the RTO

Go to the RTO where the vehicle is registered. Submit all documents along with fees.

Step 3: Pay the Ownership Transfer Fees

  • Transfer fee: ₹150 – ₹500
  • Smart card RC fee: ₹200
  • Hypothecation removal (if applicable): ₹100 – ₹150

Step 4: Submit Application and Get Acknowledgment

Once documents are verified, you’ll receive an acknowledgment. New RC will be delivered to the Navy officer’s address within 15–30 days.

📦 What If the Navy Officer Keeps Changing Cities?

Due to regular postings, Navy officers often don’t have permanent address in the RTO’s city. In this case, the officer can:

  • Use permanent address proof like Aadhaar/Passport
  • Submit a service certificate mentioning current posting location
  • Attach a Navy housing allotment letter (if staying in naval quarters)

Note: Some RTOs also accept notarized affidavits for temporary residence along with Defence ID.

🆔 What If the Navy Officer Does NOT Provide ID Card?

The Navy ID card is the primary proof of identity. If it’s unavailable:

  • Ask for a Service Certificate on official letterhead
  • Submit with Aadhaar/PAN card as supporting ID
  • Still mention in Form 29/30 that buyer is a defence personnel

But be aware: Without proper ID, many RTOs may delay or reject the application.

🪪 Is HSRP Mandatory for Navy Officers?

Yes. Even if the buyer is a serving Navy officer, HSRP (High Security Registration Plate) is mandatory for all private vehicles.

Where to Get HSRP?

  • Visit the state-authorized portal like BookMyHSRP
  • Enter vehicle and RC details
  • Book installation slot

Official Navy vehicles (Govt regd) may be exempt, but privately owned cars by Navy personnel must follow the rule.

Ajay Mehta sold his 2018 Maruti Ciaz to Lt. Cdr. Shruti from the Indian Navy. She provided her Defence ID, Aadhaar, and a posting certificate as address proof. The MH02 RTO accepted the documents. Within 7 days, the transfer was processed. She later booked HSRP for her new RC number via BookMyHSRP.
