What Does Vehicle Blacklist Mean?

If a vehicle is blacklisted, it means it has been flagged by the RTO due to legal or financial issues. A blacklisted vehicle cannot be transferred, re-registered, or insured until the issue is resolved.

  • Unpaid Challans or Road Taxes

How to Check if Your Vehicle is Blacklisted

You can check blacklist status online via the official Ministry of Road Transport website or mParivahan app:

Method 1: Using Vahan Portal

  1. Visit vahan.parivahan.gov.in
  2. Click on “Know Your Vehicle Details”
  3. Enter your registration number and CAPTCHA
  4. If the vehicle is blacklisted, the status will appear in RED

Method 2: mParivahan App

  • Download the mParivahan app from Play Store or App Store
  • Enter your vehicle number and check RC status
  • Look for blacklist or seizure notice under remarks

How to Remove Vehicle from RTO Blacklist

Step-by-Step Process:

  1. Contact the RTO office where the vehicle is registered
  2. Submit proof of issue resolution:
    • If loan default – provide NOC from the bank
    • If pending challans – clear all dues and get receipts
    • If FIR – get clearance from the police
  3. Fill form for blacklist removal request
  4. Pay the applicable fee
  5. Receive clearance approval from RTO
