A Learning Licence is a temporary permit issued by the RTO that allows you to practice driving before applying for a permanent driving licence. It is valid for 6 months.

In most states, the Learning Licence is valid for 6 months (180 days). You must apply for a permanent licence after 30 days but before expiry.

1. Can I Apply for Driving Licence Without a Learner's Licence?

No. A valid Learner's Licence (LL) is mandatory before applying for a permanent Driving Licence. However, if you're confused about how to apply, you can take help from a registered RTO agent for guidance.

2. Is It Legal to Hire an RTO Agent?

Yes. As long as the agent is not misusing your documents and not bribing officials, taking help from an agent is allowed. In fact, agents help in avoiding technical form errors that lead to rejection.

3. Can You Renew a Driving Licence Before It Expires?

Yes. You can renew it up to 1 year before expiry. After expiry, a late fine is charged, and after 1 year of expiry, you may need to re-apply.

4. Is Online Licence Valid Without a Printed Smart Card?

Yes. As per government rules, digital DL on DigiLocker or mParivahan is legally valid and accepted by traffic police.

5. What Happens if You Don’t Transfer Ownership After Buying a Used Vehicle?

You may face penalties or even legal trouble. The original owner will continue receiving challans or accident liabilities. Tip: Get the ownership transferred with help of an RTO agent within 30 days of purchase.

6. Can You Drive Without RC if You Have a Vehicle Purchase Invoice?

No. An invoice is not a valid registration. You need an official RC (Registration Certificate) issued by the RTO.

7. What If You Lose Your Driving Licence or RC?

8. Is It Necessary to Pay Green Tax?
