If there's even one unpaid challan on your vehicle, the buyer cannot transfer ownership until it's cleared. Selling a vehicle with an active challan is not illegal — but it is incomplete and risky for both buyer and seller.

📖 Real Case – Nitesh's Deal Blocked in Pune

Nitesh, a small-time car dealer in Pune, agreed to sell a second-hand Honda City to a customer in early 2024. The RC transfer process started, but when the buyer tried registering the car on the Parivahan portal, it showed a red alert: "Pending Traffic Challan – ₹1,200 (MH12ABXXXX) – Not Eligible for Transfer."

Turns out, the previous owner had a speeding challan from Mumbai in 2022. The car had changed hands once after that, but no one ever cleared the fine. Now the RC transfer was stuck, and Nitesh had to cancel the deal, refund the buyer, and run from traffic offices to clear the mess.

📄 Documents Needed to Clear Challans Before Sale

  • Vehicle Registration Number
  • Chassis Number (last 5 digits)
  • Valid mobile number (linked to the vehicle)
  • Aadhar or ID of current owner (for disputes)
  • Internet Banking / UPI / Card for payment

🖥️ How to Check and Pay Pending Challans Online (2025)

  1. Go to: echallan.parivahan.gov.in
  2. Select “Check Challan Status”
  3. Enter vehicle number and chassis/engine number
  4. Review all unpaid challans
  5. Click “Pay Now” and complete payment
  6. Download the payment receipt (keep for RC transfer)

🏢 What If the Challan is Wrong? (Dispute Process)

  • Click on “Dispute” or “Grievance” on the eChallan portal
  • Upload proof like GPS logs, CCTV screenshots, etc.
  • Submit your appeal to RTO or Traffic HQ
  • Conditional clearance may be granted if accepted
